Eugene Menard is the vice principal of Alfred P. Southwick Elementary.

In his only appearance he calls Frank and Sue into the school for a meeting, because he believes Maureen cheated off her classmate; Scott Ichikawa. The only reasons he believes Scott over Maureen is because Scott is an Asian boy, so he assumes he must be smarter. Eugene is also shown to hold the bizarre and sexist belief that girls taking the statewide math exam would become barren.
